Her Excellency Amna bint Ahmed Al Rumaihi, Minister of Housing and Urban Planning, affirmed her keenness to continue adopting more initiatives aimed at strengthening partnerships with the private sector, which represents a key element in the Ministry's various programs, especially the Government Land Development Rights Program, which contributes to accelerating the pace of housing work and offering housing units that meet citizens' aspirations through qualitative projects implemented using modern methods, with clear conditions and integrated control procedures.
She pointed out that the issuance of Resolution No. (1363) of 2025 regulating the government land development rights program and the program for selling residential units off-plan comes within the framework of developing mechanisms for implementing and marketing housing projects on government lands, and strengthening the strategic partnership with the private sector, which reflects positively on providing sustainable housing solutions for citizens.
The Minister of Housing and Urban Planning explained that the decision constitutes a fundamental step in developing the housing system, by setting clear controls for concluding real estate development agreements, managing escrow accounts, and adopting marketing and sales procedures, which enhances transparency, preserves the rights of beneficiaries, and ensures that projects are implemented according to the highest quality standards.
In this context, the Minister explained that the decision also included a more precise organization of the mechanism for continuing to disburse housing allowance to beneficiaries wishing to benefit from the program for selling housing units before completing their construction, in accordance with what was stipulated in Article (11) of the decision. She explained that this system aims to provide support and facilities to the beneficiary during the transition period between the reservation stage and the stage of receiving the housing unit, as the housing allowance continues to be disbursed for a period of up to two years from the date of the allocation decision, or until the date of actual receipt of the unit, whichever comes first. She stressed that this mechanism takes into account the needs of Bahraini families and ensures housing stability for them during the project implementation period, which reflects positively on the quality of the experience of benefiting from new housing programs that depend on advance reservation.
The Minister added that the program for selling residential units off the map provides citizens with greater options through the possibility of choosing and reserving their residential units early according to approved and clear plans, in addition to benefiting from the financing and procedural facilities provided by the program, starting from reservation, through financing procedures, all the way to receiving the residential unit when it is ready.
The Minister pointed out that the program for selling residential units on the map proved to be a remarkable success during its pilot phase, as the reservation on the map was implemented in the “Al Naseem District” project in Salman City and the “Al Wadi” project in Al Buhair area. Both projects recorded a great turnout that led to the depletion of residential units within a record period immediately after their offering, which reflects citizens' confidence in the projects offered within this path.
The Minister of Housing and Urban Planning concluded her statement by emphasizing that this program constitutes one of the outcomes of the Innovation Conference and Exhibition in the Social Housing Sector, noting that the Ministry continues to adopt and implement the outcomes of the conference by launching new initiatives and projects that contribute to meeting the housing needs of citizens in various regions.
