Her Excellency Mrs. Amna bint Ahmed Al Rumaihi, Minister of Housing and Urban Planning, affirmed that the royal directive to expedite the provision of 50,000 housing units represents an important turning point in the housing process and reflects the keenness to provide a decent living for citizens as a pillar of development work in the comprehensive development process witnessed by the Kingdom of Bahrain. She indicated that the Ministry is working to accelerate the implementation of projects, expand the base of partnership with the private sector, and develop multiple financing solutions To ensure that this guidance is translated into tangible results on the ground.
 
Minister Al Rumaihi pointed out that the Kingdom of Bahrain has achieved advanced experience in the field of housing over the past years by moving from traditional models to more flexible models that respond to economic and population changes. She pointed out that the transformation included developing legislation and regulations, strengthening partnerships with the private sector, updating financing programs, and raising the level of sustainable housing cities, in addition to the complete digital transformation of services by 100% Which contributed to improving the efficiency of the housing system and reducing the gap between supply and demand.
 
This came during the participation of Her Excellency the Minister of Housing and Urban Planning in the Cityscape Bahrain conference, which witnessed the Ministry's participation through a joint pavilion with the Housing Bank, reviewing partnership programs and initiatives with the private sector that provide immediate housing solutions for citizens who are about to benefit from housing services, in addition to participating in a pavilion reviewing the outcomes of the Muharraq City Development Project.
 
During her participation, Minister Amna Al Rumaihi noted that partnership with the private sector has become the most prominent axis in the government's plan to provide housing services to citizens, after the ministry began implementing it in 2013 through the "Mazaya" financing program before expanding to include multiple programs and options. These partnerships contributed to providing immediate and sustainable housing solutions, improving the quality of services, and reducing waiting times, which was reflected in reducing waiting lists by 17% During the period from 2022 to 2024, in addition to pumping approximately 1.9 billion dinars into the national economy, as well as indirect effects on many sectors related to real estate, construction and retail.
 
The Minister explained that the launch of new financing programs in 2022, most notably "Tas'heel" and "Mazaya – New Category", contributed to enabling citizens to obtain immediate and flexible solutions in cooperation with commercial banks, noting that until the third quarter of 2025, the number of new applications accepted within these financing programs reached 2,322 applications with a financing value of 149 million and 679 thousand Bahraini dinars The total number of applications accepted since the launch of the programs reached 10,504 applications, with a value exceeding 630 million dinars.
 
She pointed out that 81% of the requests came as a result of citizens switching from traditional services to immediate financing options, reflecting the growing confidence in these programs. The "Tasheel+" program, which was launched in April 2025, also received wide acceptance, as more than 600 citizens applied to benefit from its benefits, which include raising the financing ceiling and stabilizing the monthly installment.
 
In the context of her talk about housing projects, Al Rumaihi referred to the expansion of the government land development rights program projects, as seven new projects were launched aiming to provide more than four thousand units between 2024 and 2027, in addition to launching a huge strategic project in Khalifa City that provides more than 3,000 housing units, after signing memoranda of understanding with local and international companies in preparation for the start of implementation Work is underway to implement several projects in various governorates during the next phase.
 
The Minister touched on the recent initiatives launched by the Ministry, including the "Ambition" program, which aims to gradually own real estate by purchasing a residential apartment through one of the "Tasheel" and "Tasheel+”" financing, and then benefiting from supplementary financing after 10 years worth 20 thousand dinars, so that this additional financing contributes, along with the value of the sale of the apartment, to the transition to a larger property.
 
She also talked about launching additional features in the second phase of the "Betty" platform, which includes new features including electronic reservation of the property directly through the platform, electronic real estate valuation, as well as the service of tracking the housing application from the stage of submitting the application until its allocation.
The Minister touched on the success of the government land development rights program, represented by the depletion of reservations for the units of the "Al-Naseem District" projects in Salman City and "Al-Wadi" in the Buhair area in record time from opening reservations, in addition to the private land rights program in cooperation with real estate developers, stressing that these initiatives contribute to accelerating citizens' access to suitable housing and enhancing urban and economic integration.
 
 
The Minister concluded by emphasizing that the implementation of fifty thousand housing units constitutes a major economic tributary that contributes to providing job opportunities, stimulating national industries, revitalizing the real estate market, and enhancing the role of the financial sector, which transforms the social housing sector from a basic service into a major driver of comprehensive development.
